May Episode of Legislative Report Discusses Education Funding
In this edition of Legislative Report, I spoke with State Rep. David Parker about adopting a new formula for distributing state funding for basic education for Pennsylvania's 500 school districts. The recent Basic Education Funding Commission reported that 180 schools districts have been underfunded due to the hold-harmless formula that has been in place since 1992.
Since first elected, I have continued to fight to end the burdensome school property tax. The fight to establish and maintain an equitable school funding formula is equally as critical.
State Revenue Collections above Projections
The Department of Revenue and the Independent Fiscal Office released the latest monthly revenue report showing revenue above projections for the year. Pennsylvaniaís fiscal year-to-date General Fund collections total $25.9 billion, which is currently $122.6 million above the estimate for this month.
The General Fund collected $3.7 billion revenue in April, which was $24.8 million less than anticipated. Sales tax receipts for April totaled $21.5 million below estimate but are $6.3 million above estimate year-to-date. Personal income tax revenue in April was $85 million below estimate and is 1 percent below estimate for 2015-16. Corporation tax revenue is now $105.8 million (2.4 percent) above estimate for the fiscal year.
